Sir, — Colonel Tulloch having published a pamphlet entitled The Crimean Commission and the Chelsea Board, in which my conduct is again inculpated, I hope the public will be good enough to suspend the judgment on the statements of Colonel Tulloch until I shall had had time to answer them so far as they regard my administration of the Commissariat Department with the army in the East.
